Council approves contracts for 2021 pavement maintenance program

The $11 million project will focus on neighborhoods in northern Castle Rock

Castle Rock Town Council approved several contracts to proceed with the 2021 $11.5 million Pavement Maintenance Program during its March 2 meeting.

Public Works Director Dan Sailer said bids for the various projects that fall under the PMP plan were lower than expected, giving the town a surplus of more than $340,000 to use for other town needs.

With council approval, the 2021 PMP plan will include 109 lane miles of slurry seal; 23 lane miles of mill and overlay; 4.5 miles of concrete restoration; and 1.5 miles of reconstruction.

The planned work will also include the removal and replacement of damaged concrete curbs, gutters and public sidewalks.

In 2021, the roadwork will focus primarily on northern Castle Rock, including neighborhoods in Cobblestone Ranch, Terrain, Castle Oaks, Sapphire Pointe, Diamond Ridge and Timber Canyon.

Sailer said public-works crews will also be working in the Metzler Ranch and Red Hawk neighborhoods to complete work deferred from last year.

Preventative maintenance is scheduled for First Street, Scott Boulevard, Promenade Parkway, Meadows Boulevard, Wolfensberger Road and Crystal Valley Parkway in 2021.

Funding for the annual PMP program comes from the town's transportation fund, which includes revenues from sales, motor vehicle and building-use taxes.

Continuing road-construction discussions, Sailer also updated the council on the planned roundabout at Wilcox and South streets downtown. The nearly $2 million project is slated to begin in April, lasting through August.

Sailer said in reviewing the project, they looked at the cost to fully close the intersection during construction, and what the cost would be to do a partial closure. Sailer said fully closing the intersection during construction is cheaper and requires less time.

In a presentation to the council, Sailer showed fully shutting down the downtown intersection during construction would take an estimated 3.5 months, barring unforeseen weather, costing an estimated $1.8 million.

Partial closure would require more than five months of construction, costing more than $2 million.

Several councilmembers expressed concern over paying for the project, which is needed primarily due to the increased traffic that the 181,000-square-foot Encore mixed-use development, located just south of Town Hall, will bring to downtown. The project includes 124 condos.

“I think a million dollars of taxpayer money is absurd, said District 2 Councilmember Laura Cavey. “We need to do a better job of negotiating with builders.”

Town Manager David Corliss said Encore is paying the town nearly $1 million in impact fees, which includes funding toward the downtown quiet-zone project.

Corliss said the developer is also donating 308 spaces of public parking once Encore near Town Hall once construction is complete.

As the start date for the roundabout construction nears, Sailer said public works will begin public outreach to communicate road closures and identify detours. Some construction will be required on Phelps and Wilcox Drive to make it a designated detour route, said.

In other business, town council approved/discussed the following:

A new water billing system

Council approved the $410,000 purchase of a new customer billing and customer portal software system from Harris Computer NorthStar. The transition to the new system will take place in 2022. The system will provide mobile service orders for field technicians; added account setup options; and an expanded online customer portal, which includes real-time payments and additional payment options like PayPal, Venmo and Amazon Pay.

Water well construction contracts

In anticipation of drought conditions this summer, Castle Rock Water is moving forward with the 2021 Denver Basin Well Rehabilitation and Pumping Equipment Replacement Project. Town council approved $1 million in construction contracts that will split the work among two contractors to expedite the project. Funding for the project comes from water rates and fees.

Amendment to the Promenade development

The council approved the second reading of an ordinance amending the Promenade at Castle Rock's development plan and agreement, which updates the plan for development for the area located in the center of the Promenade, near Sam's Club. The amendment allows for a 300-unit multi-family residential area and an outdoor commons park. The agreement also transfers to the town ownership of 43 acres of undeveloped land on the east side of Interstate 25 at Castle Rock Parkway, which will be turned into designated open space.

Community grants

The council approved three grants funded by the 2021 Council Community Grant Program. The program awards grants for community-based projects that contribute to the quality of life in the town. Castle Rock Orchestra, Castle View Gridiron Club and Lady Trailblazers Inc. were each awarded $500, plus an additional $500 that will be split among the applicants.
