Castle Rock issuing $20 million in bonds for North Meadows Extension project
The Town of Castle Rock has paved the way for phase one of the Meadows Extension road project.
Councilmembers agreed Feb. 5 to issue $20 million in voter-approved bonds for the project, which is expected to cost up to $50 million.
The North Meadows Extension will connect The Meadows to U.S. Highway 85 and Interstate 25. The road will extend North Meadows Drive behind Castle View High School, go over the railroad tracks and across Santa Fe Drive to a new interchange on I-25.
The road is intended to ease congestion on Santa Fe and at the Meadows/Founders interchange. The bulk of construction will be paid for by Castle Rock taxpayers, with contributions from the county and the Colorado Department of Transportation, said Caroline Kipp, Castle Rock spokeswoman.
Councilmembers were expected to approve the bond issuance on emergency adoption Feb. 19 to keep the project on track for a 2013 start. The council also is expected to lay groundwork to use eminent domain in the project right-of-way, in case that’s needed. This would cover several properties in The Meadows and several parcels between The Meadows and I-25.
Eminent domain enables the town to proceed with condemnation if it can’t agree on a fair-market price for property acquisition, Kipp said. The ordinance is a formality to provide the legal means to proceed, not a condemnation notice, she said.
The town will host an open house for residents interested in learning more about the North Meadows Extension from 5:30-7:30 p.m. Feb. 26 at Castle View High School, 5254 Meadows Drive.
